FNMA 1004D/FHMLC 442 Appraisal Update and /or Completion
Combination form which report is utilized as an appraisal update and/or a completion certificate. If being used as an appraisal update the appraiser must:
· Concur with the original appraisal.
· Analyze market conditions to determine if the subject has declined in value since the effective date of the original appraisal.
· Perform an exterior inspection of the subject from the street
· Include photographs of the front and street views of the subject.
If being used as a completion certificate:
· Report must state that improvements have been completed in accordance with requirements and conditions stated in the original appraisal report. If the improvements have not been completed, the impact on market value must be stated.

Report is intended to provide the lender/client with an opinion on the accuracy of the appraisal report under review. Review appraiser must state whether comparables utilized were the most similar to the subject, and if not, state why they should not have been used. In addition, review appraiser is required to determine whether or not the estimate of the market value for the subject property was reasonable as of the effective date of the appraisal. If he does not believe the original estimate of value is reasonable, he must complete section II, and support a new value conclusion. Report requires review of original appraisal, and exterior inspection from the street of the subject, and comparables utilized. Photographs include front and street views of the subject, and front views of all comparables utilized. A location map showing the position of the subject, and comparables is included.
